linux3.12: (x86_64): disable NO_HZ_FULL and enable IRQ_TIME_ACCOUNTING.

Disable NO_HZ_FULL because it seems to be work too much with those kernel threads
and my i5 CPU run hotter than any other previous kernel.

Enable IRQ_TIME_ACCOUNTING to match the x86 configuration.
