mate-settings-daemon-gstreamer: misc changes to make this really work.
...
- provides/replaces mate-settings-daemon to make it a virtual pkg.
- needs gst-plugins-base to enable gstreamer support.
- needs glib-devel in hostmakedepends due to glib-mkenums.
- no need to depend directly on gstreamer, it's linked to the gst libs.

This is required in platforms where there's no RTC (rpi, etc),
otherwise it could have wrong time for a while.
